There has never been anything to suggest that Susan was a Time Lord. Only that she was Gallifreyan. Normal Gallifreyans DO NOT regenerate. Canon has long established that Time Lords were given the ability to regenerate through science, it was not part of their biology without scientific intervention. She was a child when taken away from Gallifrey. The Time Lords do through science, what the Sisterhood does through the Elixir. Not all Gallifreyans were/are Time Lords. Also, if the books are considered canon by BBC - the Time Lords were a sterile race - see Lungbarrow. All of this being said, I agree. Russell has something up his sleeve and all is not what it seems. I just hope people realize that he IS bringing the Doctor Who to proper closure and that everything he is doing is designed to carry the series to its appropriate end of the story. "Everything dies."
